Kane had never really intended on going back to his family. His younger sibling had always been somewhat of a problem for him, even if that sounded harsh. He had money, had the resources to watch over her. He also had the need to keep her away from his work. He had never intended to be a rebel, he hadn't had the necessity until they had started attacking everyone including her. He had chosen to stay on the "dark side" to protect his family, to put them on a list that kept them safe. He didn't care about everyone else, they could all protect themselves for all he cared. It wasn't his job to take care of the world - he wasn't a hero, he was happy being an anti-hero, really.
It was because he had never intended to go back that hanging around Kanto was starting to frustrate him, seeing Sakura with her friends. She had spied him on a day, and started getting the way he knew she would when she found him. He had decided, after hearing her plead for him not to leave her again, that once more he would have to disappear. He would have to commit a crime that got him credit with the rebels, but also enough that they wouldn't chase him for a while, would let him be so that he could hide from his sister and her desperate urge to be close to him.
Kane had fled his the region of his family quickly from then, had made his way quickly through to Hoenn so that he could be as far away as possible without having to worry about her suddenly appearing but still close enough to know what she was doing at all times. And then he had thrown himself into work, work so he could get away.
He ran his hand through his hair, then straightened his sleeve as he did so. On the street, Kane would look exactly like the businessmen that made their way through the streets. He wore a suit and tie, he even had the well-kept, clean-shaven look that most of the high end businessmen would. But he held a much darker secret. As they scurried to their offices, he stalked for a target, someone to take a pokemon from - something rare and valueable. He knew the chances were his mission to get reputation would end up as kidnapping. He could see it occuring with barely any time to spare, but if he could get by with just a pokemon theft he would be much happier.
Eyes locked on a passerby - someone who stood out from the crowd- and he instantaneously moved through the hoards of people toward them. He needed this target, he needed them to have something that he could use to get himself a leg up in the rebels so that Sakura could deal without a brother for a little while longer, so she wouldn't see the monster he had so easily become.
