Details: Sam Todd is a trainer hailing from Saffron City in Kanto. For years, he has been training independently with his team of Bug-type Pokemon, aiming to get better. While he mostly kept to Kanto, he has traveled through Johto and Unova as well, having captured Trapper in Kanto, and having been given Vulcan in Unova. His current goal is to challenge the Gyms.
During one of Team Rocket's operations, his mother ended up being burned to death. This took place at a young age, and has spent years planning to take revenge by killing Giovanni. The incident instilled a hatred for villainous teams in him, and with the Rebels being the current team, he will give them hell. While the Rangers might be the good guys, and is willing to "help" them when he can, he still refuses to join them, mostly fighting the Rebels for his own purposes.
Despite his less than savory intentions, he genuinely cares about Pokemon. And while he ends up either ignoring or displaying hostility towards humans, those who get on his good side will find a loyal friend. His violent rage is mostly directed on either those who end up abusing Pokemon, or are known to be with the Rebels, otherwise it would be in the defense of his friends.
