Rocket Member: Ten years ago, sometime before the big event at Silph Co., a Rocket grunt was assigned with killing Sam's mother. As we all know, the method used was burning the house down while she was asleep in it. Sam, who couldn't sleep that night, managed to escape the house, but ended up leaving his mother behind to die. Whether the grunt simply didn't notice the boy, took pity, or didn't care enough about him is up to you.
Now, as for what they're doing today, that's also up to you, the player. They could currently serve the rebels as an assassin, just like they did as a Rocket. They could simply be a fleeing ex-criminal, dodging the law and living incognito. They could be turning over a new leaf and attempt to atone for past crimes. If you've got ideas, feel free to drop them. However, they have to have a fire-type.
