In truth, there was hardly a reason for Steven to be in Mossdeep City at this time. When he thought about his current location, he couldn't help but feel something of a pang of regret at the fact that he was not out interviewing those who might have information, or investigating sites that had been connected with the current rebel forces. After all, one of the basic truths of gathering information is that one should focus their efforts on actions that will further their understanding of the situation. Steven was well aware of this, yet something had been pulling him to the seemingly unrelated city in which he now stood; the city he considered his hometown. As he passed under the shade of a few trees near his home, he took a moment to direct his gaze up to the bright blue sky. Had it really been so long since nature had been torn apart in a war between the two legendary Pokemon of earth and sea? To the former champion, it seemed as if hardly a year had passed, and yet here he stood, more than half a decade older and feeling somewhat out of his element.
Was this truly his battle? Was his presence in the situation necessary at all? From what he had heard of these rebel forces, they were indeed something of a danger. However, scattered fragments of teams who had failed in their individual objectives did not seem to be the most impervious of enemies. The desires of each of these teams conflicted with one another; whereas Team Rocket was known for a petty and somewhat business-like approach to the theft of Pokemon, both Team Aqua and Team Magma had worshipped the land and the sea almost as if they were deities. While Team Galactic set their sights to the creation of a new world by forcing legendary, powerful Pokemon to do their bidding, Team Plasma sought to free Pokemon from the constraints placed on them by trainers, and change the world in that way. How could splinters of these groups come together to form a new whole? Certainly, a powerful enough force could drive them to subservience out of fear, but Steven doubted there was a force in existence that could fuse such varied ideals into one objective.
Regardless, he would continue for now to follow his instincts in this situation. And his instincts were directing him to one point in particular in the city of Mossdeep; that being the Mossdeep Space Center. As he approached the building, Steven recalled what he knew of Team Magma's actions in this place. The Space Center had been assaulted by one of the three administrators of the team, and once more a holder of the famed Pokedex had defused the situation. Indeed, the other teams involved with the rebels did not hold any direct connection to this place, and yet still, something about each of them had made him believe visiting this place might be a good idea. As previously stated, Team Magma already had a connection to this place, in that they had assaulted it before. Along with this, Team Rocket's very name suggested an obvious connection with the center, although that was more wordplay than anything. Team Aqua was connected invariably with Team Magma. Team Galactic obviously sought the recreation of not merely this world, but rather the galaxy as a whole, and the names of their members suggested a connection with deep space. Finally, Team Plasma believed in a separation of people and Pokemon, and what more clearly defined the line between the two species than humanity's advancements in science?
Steven would admit that the connections were loose, however, something had drawn him here. There was a voice in his head that unceasingly told him he should return home; that if he was going to figure out what was driving these teams together, then he would have to focus on whatever aspects the teams had in common with one another. Like it or not, this was the first thing that had come to mind, and being that he had been in the Hoenn region anyway, it was not difficult for Metagross to bring him from Littleroot Town to Mossdeep City. Thinking back to Littleroot Town, Steven remembered how very connected he had felt with nature, being in such a small town. With that memory also came a recollection of his encounter with both Ruby and Sapphire; though the two of them had provided excellent information that allowed him to begin his search, they were not going to be able to help him personally. He couldn't say he had expected otherwise; they each had lives which they had to lead, and while he still believed that either Ruby or Sapphire would be a valuable partner, he was used to working on his own.
